Parking
A disabled parking placard or plate is issued through the Secretary of State or Department of Motor Vehicles. RCPD does NOT issue parking passes nor disability placards or plates.
All students operating or parking a vehicle on MSU property must register the vehicle (including motorcycles, mopeds and bicycles) with the MSU Police Department via the Parking Office.

Transportation
The Capital Area Transit Authority (CATA) offers transportation services for Michigan State University's campus, and the surrounding area. Your choice of the type of transportation service to use should be based on your specific needs.
CATA Fixed Route System
CATA and MSU have invested in the creation of fixed routes that serve the MSU campus as the most popular method of cross-campus and community travel. Ramped entrances and location announcement systems compliment CATA's fixed routes. Customers are picked up and dropped off at designated bus stops along a fixed route with scheduled times. On-campus CATA fixed routes are available free of charge to MSU students.
Spec-Tran
Spec-Tran is CATA’s Americans with Disabilities Act (ADA) complementary paratransit service for people unable to use CATA’s fixed-route system. This is an advance reservation, curb-to-curb service that uses small low-floor vans and lift-equipped buses to transport customers.
MSU students and employees: to request Spec-Tran services, follow these steps.
- If you are not currently registered with the RCPD, you must Identify and Register
- After completing registration, RCPD will provide information on purchasing Spec-Tran passes and scheduling rides
- Contact Spec-Tran to schedule your first ride 24-48 hours after meeting with RCPD
- Schedule future rides by contacting Spec-Tran by 4pm the day prior to needing a ride. Reservations may be made by MSU students and employees by calling (517) 394-2282 between 8:00 AM and 4:00 PM. Rides can be scheduled up to 14 days in advance. The Spec-Tran reservation office is open seven days a week, year-round, including holidays.
Please note: Spec-Tran is not available on a same-day basis.
MSU Night Owl
MSU Night Owl service provides demand response curb-to-curb trips anywhere on the MSU campus. Hours of operation are Monday thru Friday 2 AM until 7 AM Saturday & Sunday 2 AM until 9 AM. A bus can usually be at your curb within 20 minutes of your request. Dial (517) 432-8888 from a campus or green light phone to place your request. CATA bus passes are accepted and regular CATA rates apply to MSU Night Owl Services.
