Overview
The RCPD Annual Report provides data that can be used to understand the scope of the RCPD's work. Together, we create a welcoming environment, fortify capacity, and compassionately challenge each person to reach their fullest ability. Disabilities need not preclude the achievement of goals and dreams; rather, they mandate a greater level of creativity, commitment, and a repertoire of compensatory techniques. We grow ambition into personal and professional success as we connect MSU knowledge, self-advocacy, innovative technology, and community.
Annual Report 2022-2023
Dashboard Indicators (services provided May 15, 2022, through May 14, 2023)
- In total, 3,762 enrolled students were accommodated for permanent disabilities (up 8% over last year)
- 2,221 new students self-identified with disability-related conditions, 1,092 of these were found to represent permanent disabilities while 148 were found to represent temporary conditions needing accommodation.
- 49 enrolled students reported an open case with Michigan Rehabilitation Services while 12 reported working with the Michigan Bureau of Services for Blind Persons.

Direct service and consultation to faculty and staff with disabilities totaling over 3,824 contacts surpassing 911 hours.
- Provision of auxiliary aids and services:
- Over 6,228 hours of course-related interpreting/real-time writing for deaf students which represented a nearly 160% increase over last year as campus returned to traditional in-person operations following pandemic.
- 72 Tower Guard members and 5 student employees joined RCPD staff to deliver 170 books/course packs/course materials in alternative formats for students with print-related disabilities. This included 39 documents produced locally through e-texting, including 3 large books which were divided into between 6 and 14 tasks each. 120 requests were delivered from existing electronic format facilitated by RCPD but delivered via publishers. A total of 11 tactile graphics were created for a blind student’s human genetic course. RCPD also provided extensive consultation regarding accessible materials best practices to MSU Faculty and Staff and collaborated with the Department of English’s annual Buzz Zine magazine to create embossed braille copies. Lastly, RCPD consulted with other colleges and universities throughout the Midwest regarding production of accessible materials for students who are blind and have low vision.
- 195 alternative tests for a total of 66 students were facilitated by way of readers, scribes and quiet rooms at the RCPD, at the MSU Testing Center, and in classrooms around campus.
Annual Report 2021-2022
- In total, 3,478 enrolled students were accommodated for permanent disabilities (up 25% over last year)
- 2,227 new students self-identified with disability-related conditions (up 56.8% from last year), 1,089 (up 54.9%) of these were found to represent permanent disabilities while 142 (up 84%) were found to represent temporary conditions needing accommodation.
- 55 students reported an open case with Michigan Rehabilitation Services while 11 reported working with the Michigan Bureau of Services for Blind Persons.

- Provision of auxiliary aids and services:
- Over 2,397 hours of course-related interpreting/real-time writing for deaf students which was lower than usual due to pandemic remote classes, increased use of auto captioning and central IT efforts to caption videos
- 71 Tower Guard members and 4 student employees joined RCPD staff to deliver 152 projects (books/course packs/course materials) in alternative formats for students with print-related disabilities. This included 50 documents produced locally through e-texting, including 8 large books which were divided into between 13 and 22 tasks each. The remaining 102 requests were delivered from existing electronic format facilitated by RCPD but delivered via publishers. Tactile graphics were created for graphs in a blind student’s economics exams throughout both terms. RCPD also provided extensive consultation regarding accessible materials best practices to MSU Faculty and Staff as well as individuals from other universities, notably EMU.

- 74 Tower Guard members and 3 student employees joined RCPD staff to deliver 310 projects (books/course packs/course materials) in alternative formats for students with print-related disabilities. This included 113 documents produced locally through e-texting, including 4 graphic novels with the remaining 197 requests provided from existing electronic format facilitated by RCPD but delivered via publishers. Braille/tactile graphic production included a substantial math book involving braille, tactile graphics, and text descriptions and a linguistics tactile graphics project. RCPD produced Braille versions of a campus magazine as a revenue-generation effort in alignment with Gilbert Family gift objectives.
- Pandemic-driven remote studies and online testing resulted in 0 alternative tests facilitated at the RCPD this year.

- 2,681 students (up 9.8% over last year) with permanent disabilities received services from the RCPD with 126 (down 2.3% from last year) additional receiving services for temporary conditions. 42 students reported an open case with Michigan Rehabilitation Services while 7 reported working with the Michigan Bureau of Services for Blind Persons.

862 students with permanent disabilities were registered with RCPD during 2003-2004 with an additional 50 registered with temporary disabilities. Staff welcomed, assessed and registered 266 new students with disabilities via the Academic Orientation Program and ongoing self-identification activities.

· Over 94 volunteers and 4 student employees, teamed with RCPD staff to produce 301 books/course packs/materials in alternative formats for students with print-related disabilities (170 in electronic format, 90 in audio, 26 in Braille and 15 in large print)
· 1,082 alternative tests were facilitated by RCPD (889 at RCPD and 193 externally)
· RCPD staff processed inquiries regarding learning assessments from 43 MSU students and made appropriate referrals. The RCPD graduate assistant in the Psychology Clinic facilitated testing of 20of these students for learning disabilities. Results included: 4 LD, 6 psychiatric, 2 met criteria for both LD and psychiatric diagnoses, 2 did not meet diagnostic criteria and results are still pending for 6 students.
